Income Tax Practicum

The Duquesne University School of Law Income Tax Practicum provides free legal assistance to qualified taxpayers involved in controversies with the Internal Revenue Service in which the amount in controversy is less than $50,000.

The Income Tax Practicum is designed to teach students valuable, practical tax litigation and trial advocacy skills. The Income Tax Practicum imparts negotiation, advocacy, and trial litigation skills to students while providing a service to taxpayers who might otherwise go unrepresented. Students attend class sessions to study the rules of court, trial proceedings and techniques, and settlement strategies associated with practice before the U.S. Tax Court. The practicum also concentrates on all stages of the tax audit and appeal process before trial.

In July 1999, the U.S. Department of Treasury awarded its first grant to help fund Duquesne's Tax Practicum as part of Congress' effort to foster and promote low-income taxpayer clinics. The Department of Treasury permits students to handle cases on a pro-bono basis before the IRS and the United States Tax Court under the supervision of professors who are admitted to practice before the U.S. Tax Court.

The Tax Practicum has available an externship with the Western District of Pennsylvania IRS Chief Counsel Office for one to two students per semester.
